Why are some tv shows easy to download for free while others get taken down for copyright infringement?

I mean, there are some shows which are impossible to find for free download. On the other hand, some like that 70s show are on youtube and megavideo and a million other sites. And then some are up for awhile but get taken down suddenly. Is it purely the whim of the producing company, or does it have to do with the popularity of the show or something?
